I created a survey for everyone to fill out but when anyone other than myself goes to the survey the toolbar option for them to respond is missing. Anyone know what I'm doing wrong?

It sounds like the users don't have permissions to add content to the survey. Double check the permissions on the users and ensure they can at the lease ADD to lists.
