Hello, new to the forum and WSS, need help

Hello, new to WSS and ran into my first big headache, 403 FORBIDDEN. I have set the Full rights to the folder for the pooluser but still getting this message. It seems like an IIS message but I could be wrong.

Any help is greatly appreciated.
