Search - Crawling

Overview:
We have Six web front end servers
1. Single - CA server
2. Two - WFE servers (no applications / services are running on these servers)
3. Three - App servers
Two - indexing servers
One - query servers

so whenever crawling happens it should run on both the indexing servers however it is happening only on one Index server...

Issue:
Crawling happens only on one WFE server and not an all the Indexing Servers.

Technical Review
This happens despite the "Use all web front end servers for crawling is specified " search setting for this farm.


Please suggest.
